Tatooine is under the thumb of guys like Jabba. Drugs, violence, prostitution, racketeering, all the awful things criminals do in the real world, it's all there. The police are too few, too corrupt or apathetic, and they're also Imperials, which is its own problem. Luke has probably had to watch friends and neighbors consumed and destroyed by crime syndicates or disappeared by Imperial agents. This is without even mentioning Han or Chewie. All Luke's life, he's been unable to do anything about any of it.

In that moment, Mace sees Jango's face—the face of the entire clone army. Jango, being allied with Dooku, who is clearly linked to a dark organization (though Mace doesn't yet realize Palpatine's involvement), makes it obvious that Dooku has malicious intent toward the Jedi. So, how does Mace not connect the dots that the clone army was created by their enemies, or that the Jedi are walking into a trap?
